The Council's Core Principles

1. Principle of Freedom and Independence
The Council declares as its strategic goal the protection of all rights and interests of the Circassian people, especially the right to self-determination, and the restoration of Circassia—currently under Russian occupation—as a free, independent, and united state.


2. Principle of Commitment to Human Rights, Rule of Law, and Khabze
The Council upholds universal human rights, including freedom of expression, freedom of association, and adherence to international law. It also affirms the protection, preservation, and intergenerational transmission of khabze—the cornerstone of Circassian identity— through modern interpretations.


3. Principle of Secularism, Religious Freedom, and a Civil State
The Council respects all religious beliefs and freedoms. In the event of Circassia’s
independence, it prioritizes the establishment of a democratic and pluralistic civil state based on the principle of secularism.


4. Principle of National Representation and Legitimacy
The Council aims to gradually reflect the national will of the Circassian people and to become a legitimate representative body. It conducts its affairs based on participation, transparency, and democratic procedures.


5. Principle of International Cooperation and Principled Foreign Policy
The Council advocates for constructive relations with other states and peoples based on mutual respect and cooperation. It employs pluralistic diplomatic approaches grounded in human rights, democracy, and the right of peoples to self-determination.

 

6. Principle of Respect for Sovereignty and Impartiality
The Council does not interfere in the internal affairs or politics of any state. It respects the legitimate interests and sovereign rights of nations it interacts with, in accordance with international law.


7. Principle of Crisis Preparedness and Social Resilience
The Council promotes planning, training, and coordination to ensure the resilience and readiness of the Circassian community in the face of crises such as war, natural disasters, epidemics, and political pressure.


8. Principle of Pluralism and Participation
The Council pursues its national objectives independently of any political or ideological orientation and supports the inclusion and representation of Circassians from diverse backgrounds and perspectives.


9. Principle of Youth Empowerment and Future-Building
The Council develops active policies in education, organization, and engagement to foster historical awareness, cultural identity, and leadership among Circassian youth.


10. Principle of Historical Memory and the Pursuit of Justice
The Council advocates for recognition of the Circassian genocide of the 19th century and works toward the restoration of historical justice.


11. Principle of Cultural and Linguistic Revival
The Council implements and supports specific measures for the preservation, teaching, and development of the Circassian language, culture, and traditions.


12. Principle of Education and Knowledge Production
The Council encourages educational activities at all levels, especially focused on Circassian history, language, and culture. It also supports scientific research, archival work, and academic cooperation.
